  1. Who are Purchase Officers (P.O) and Disbursement Officers (D.O)?

Purchase Officer and Disbursing Officers are two officers engaged by the Department of Food & Supplies, Government of West Bengal at each Centralized Procurement Centers (CPCs) for purchasing paddy and taking necessary actions for payment to the farmers for the same. The Officials working similar duties in the empanelled Primary Agriculture Co-operative Societies (PACS), Sanghas and Mahasanghas of SHGs, Farmer Producer Organisations (FPOs) and Farmer Producer Companies (FPCs) on behalf of the CMR Agencies like WBECSCL, BENFED, NAFED, CONFED, NCCF, PBAMCL are also known as Purchase Officer (P.O.) and Disbursing Officer (D.O.).

  1. What is the duty of the Purchase Officer (P.O)?

The P.O./D.O. shall fulfill their obligation and responsibilities in carrying out procurement operation from farmer registration till dispatch and receipt of the procured paddy to the Rice Mill following the Government orders in vogue.

 

The Purchase Officers (includes Purchase Officers, Disbursing Officers/PPOs) shall register the farmers in the online portal (https://epaddy.wb.gov.in) of the F&S Department. 

 

The P.O. while registering farmers at the CPC, shall verifyand upload photocopy of the Electoral Photo Identity Card(EPIC), Aadhaar card of the farmer for verification of identity, Land documents in support of farming(Khatian/self declaration for landless farmers or sharecroppers as per format(Annexure – VI-A/ VI-B),Bank passbook for payment to the farmers,in the Purchase Center itself. In case of self registration, the system will verify the registration request. For any mismatch in name and/or Bank accounts, the officials of the CPU(HQ) shall verify the documents uploaded by the farmer. 

 

The P.O./D.O. shall take utmost care in entering all details like EPIC number,Aadhaar number, Bank account number and the paddy quantum purchased from a farmer in the portal so that no further rectification needs to be done. 

 

In case of registration data of erstwhile registered farmers in the earlier KMS 2019-20, 2020-21, 2021-22 or in 2022-23have a wrong or duplicate mobile number, wrong or duplicate Aadhaar or wrong or duplicate Bank account number, the farmer will not be able to fix schedule for selling paddy. He needs to contact the nearest purchase center for correction of that wrong data by compulsory e-KYC through fingerprint or IRIS scan or OTP validation in Aadhaar linked mobile and the P.O./ D.O. will assist him in doing that. This correction in Bank accounts will be effected only after due validation by Nodal Bank only.

 

Paddy purchased from one Purchase Centers shall be dispatched to the tagged Rice Mills on the same day through system generated/ pre-printed Paddy delivery challanin duplicate and signed by Purchase Officer/Disbursing Officer& the Miller or his authorized representative and / or through e-KYC(biometric verification of the Aadhaar number of the Miller/ authorized representative of the Miller).TheRice Miller shall acknowledge receipt of paddy through online mode also in his login.

 The vehicle details as submitted by the Rice Miller shall also be verified from the portal of the Transport Department (https://parivahan.gov.in)to verify that the vehicle is a goods carriage vehicle. 

 

The Purchase Officers shall coordinate with the tagged Rice Mill in advance regarding the time, date and place of reporting of the vehicle at the purchase centers concerned including the camps. It shall be an obligation of the P.O./D.O.sto bring to the notice of the DCF&S or the designated official of CMR Agency, as the case may be, immediately on any incidences like failure of a Rice Miller to turn up in the Purchase Center for lifting of paddy etc. so that remedial measures may be taken in time.

 

All the Purchase Officers shall ensure that all the paddy purchase transactions are entered in the portal immediately after the transaction is complete on the same day.

 

  1. How to register a returning farmer from KMS2019-20?

If the farmer has the registration certificate of KMS 2019-20, 2020-21 or 2021-22 and if the farmer produces the same, she/he needs not to be registered again. Only, you have to cross check the identity, mobile no, EPIC no and Bank account details that is available in the online portal. The farmers may know about the status of their registration in the paddy procurement portal (https://epaddy.wb.gov.in)  by visiting the ‘Farmer’ link of portal, any paddy purchase center, Bangla Sahayata Kendra (BSK), Food Inspector’s office, whatsapp chatbot (9903055505), Khadyasathi Annadatri mobile app.

The farmers who are registered in procurement portal but require to update his Bank account or Aadhaar or EPIC(for KB), which is not validated, may update the details in procurement portal for further validation. 

Once Bank account is validated, the Bank account cannot be changed in the entire KMS. 

 

  1. How will the farmers know about date and time of purchase of paddy?

From KMS 2021-22, farmers themselves have been given facilities of online scheduling by means of mobile OTP based login (the registered mobile number in paddy procurement portal). Through this, the farmer will schedule and select a date for selling his paddy in his preferred purchase center. As a P.O./ D.O., you have to select the farmer from the daily schedule list and you will purchase paddy after verification of the farmers’ registration details. If any farmer approaches the P.O./D.O. of a purchase center for selling his paddy without online scheduling, he shall be asked to submit the reasons for the same. Any emergency reasons like medical, children education or marriage etc. may be considered for such cases and only five farmers may be allowed for such emergency scheduling in a purchase center in a particular day. However, that shall be well documented and the document shall be uploaded in the portal by the P.O./ D.O. before emergency spot scheduling. If a farmer approaches for such emergency scheduling with valid written recommendation from any public representatives or any officials like BDO/ SDO/ ADM/ DM, he may also be allowed and paddy may be purchased after making emergency scheduling on mandatory uploading of such recommendation letter in the portal by the P.O./D.O.

  1. What are the precautions needed to be taken while transacting in the CPCs?

After registration is complete, the purchase may be made. The amount of paddy shall be entered with extra caution and receipt against each purchase shall be given to the farmers. While dispatching paddy to one Rice Mill, tagged with the CPC/DPC, the paddy quantum of the selected farmers will be automatically reflected in the truck challan which shall be verified to avoid any mistake later and Truck challan shall be generated against each dispatch made. At the time of registration, extra caution shall be taken and all documents needs to be uploaded in the portal, for verification by the higher authorities. If no Rice Mill has been tagged with the purchase center, the same shall be brought to the notices of the concerned SCF&S/ DCF&S/ District Managers of the CMR Agencies.

  1. How can a farmer, with no land in their own name, register for selling paddy?

Farmers having no land in their own name, may register themselves in the CPCs. They will be required to produce the land documents tilled by them or self-declaration with details of ownership (as per prescribed document) alongwith EPIC, Aadhaar, photograph and Bank documents.

  1. Where will the paddy procured on the CPCs be sent to?

Paddy so procured from the farmers shall be delivered only to those Rice Millers which have been tagged with the CPCs and have entered into a Bi-partite agreement with the DCF&Ss.

  1. What to do if the tagged Rice Mill fails to attend the CPC?

If any tagged Rice Mill fails to turn up in a CPC on a fixed date, it should be brought to the notice of the DCF&S immediately so that remedial steps may be taken in time.

  1. How long the Purchase Office and Disbursement Officer are accountable for his own works?

The P.O./ D.O.s shall fulfil their responsibilities of carrying out the procurement from farmers till receipt of rice in the godown of the F&S Department.
